PROBLEM TO BE SOLVED: To shorten warming-up time, to reduce electric power consumption, and to normally operate a heater over a long period by preventing falling-off of a heating resistor by providing a silver layer having the area ratio of a specific % range between an insulating layer arranged on the metallic pipe surface and the heating resistor. SOLUTION: In a toner fixing heat roller, an insulating layer 2 is formed on the inner periphery of a metallic pipe 1 having on the outer periphery a separable layer 6 composed of toner separable Teflon (R), and a heating resistor 3 is arranged on the surface of the insulating layer 2 through a silver layer 8. The silver layer 8 is formed on the surface of the insulating layer 2 by chemically bonding silver in a projection shape, and adhesive strength of the insulating layer 2 and the heating resistor 3 is improved by wrapping this sliver with a glass component in the heating resistor 3. The silver layer 8 is formed in a range of 13 to 80% in the area ratio to thus restrain separation of the heating resistor 3 by the repetition of a temperature rise/cooling at actually using time to obtain excellent durability.
