PROBLEM TO BE SOLVED: To enhance insulating performance without containing chlorine, to provide excellent flexibility, and to prevent a characteristic change even in a working temperature environment of a wide range by constituting an insulating layer laminated on both surfaces of a heating layer out of an insulating sheet composed of a copolymer of propylene andα-olefine on which a rate of a low molecular weight component not more than specific molecular weight is not more than specific wt.% of the whole. SOLUTION: A sheet-like heating element 2 has a sheet-like heating layer 4 and an insulating layer 6. The insulating layer 6 is constituted of an insulating sheet composed of a copolymer of propylene andα-olefine on which a rate of a low molecular weight component of molecular weight not more than 10,000 is not more than 1 wt.% of the whole. This insulating sheet is lightweight and excellent in insulating performance, has proper flexibility, hardly changes in flexibility and insulating performance even in a wide temperature range of -30 deg.C to +80 deg.C, and is also excellent in concrete resistance. This insulating sheet is easy in disposal incineration processing since it does not contain chlorine, and can be used even in a place unable to arrange a construction material containing a chlorine component.
