PROBLEM TO BE SOLVED: To provide a noise reducing device which can precisely detect a quickly moving component even when an image has an abrupt change and obtain excellent reduction effect on noise based upon the moving component. SOLUTION: A subtracter 103 calculates the difference between an input video signal from a frame memory 102a and an output video signal of one frame befor a frame memory 102b. An absolute value calculator 104 calculates the absolute value of the output of the subtracter 103. A low-pass filter 105 reduces high-frequency noise components for the calculated absolute value. Consequently, a moving component of a moving picture is calculated with high precision by a field-by-field smoothing process and excellent noise reduction based upon this moving component is actualized.
