PROBLEM TO BE SOLVED: To prevent deterioration of fluidity of toner by holding lower than the ambient temp., in a cleaning device. SOLUTION: This cleaning device 17 is made so as to remove the toner remain/sticking on an image carrier surface by toner removing means, after the electrostatic latent image formed by the toner on the rotary image carrier is transferred on transfer material, and to recover by transporting the removed toner by the toner transporting means 17-6.
