PROBLEM TO BE SOLVED: To provide a digital video processor which is improved so as to obtain an output compressed video signal for indicating a continuous output picture by providing a motion vector processor for obtaining an output picture motion vector from an input picture motion vector. SOLUTION: A continuous motion vector of an IB input sequence (for example, a set of motion vectors a to d) is temporarily stored in each buffer memory 100. A timing and control unit (a motion vector processor) 110 receives data for specifying a position in an input and output frame sequences. A vector tester (a motion vector processor) 120 confirms which of the vectors that is possible to exist exists in input signals with regard to each block of an output frame. This information is transmitted to a vector calculator (the motion vector processor) 130 and an output vector is calculated according to one of the algorithms in accordance with which of source vectors is usable.
