PROBLEM TO BE SOLVED: To obtain highly accurate time stamp information without reducing the throughput of a processor of a protocol device by monitoring a communication protocol in relative time and converting the relative time into absolute time when monitoring is completed by a protocol monitoring device. SOLUTION: Communication information to be monitored which are fetched by a communication information fetching part 23 by a monitoring start instruction from a communication service device 2 is collected by a monitoring part 31, the relative time from a relative time counting part 32 is added as the time stamp information for every communication frame and stored in a storage part 33 by the protocol monitoring device 3. In addition, monitoring operation is stopped by a monitoring completion instruction from a communication service device 2 by the protocol monitoring device 3. Then the time stamp information in the relative time added to the protocol monitoring data stored in the storage part 33 is converted into the time stamp information in the absolute time from absolute time information added to the monitoring completion instruction and transferred to the communication service device 2.
