PROBLEM TO BE SOLVED: To obtain a method and device for manufacturing an electromagnetic oil which is small-sized and superior in strength. SOLUTION: A sheet conductor 3A from a coil 5 wound around a roller 6 has both its end surfaces made semicircular through an end surface machining part 7. Then a foreign matter removal part 8 removes foreign matters on the outer periphery, and the sheet conductor is wound around a spool 14 via a resin bath 11 for epoxy resin. The spool 14 is wound with an insulating tape 15 in advance to form an insulating cylinder 1A. After the conductor is wound, an outer periphery insulating layer is formed of the insulating tape 15 and is made to cure being irradiated with a light from a heating device 16.
