PROBLEM TO BE SOLVED: To improve safety after a rolling stock is stopped once in receipt of stop aspect information by releasing speed restriction when signal aspect information other than the stop aspect information after a rolling stock speed is limited below a predetermined speed in receipt of the stop aspect information. SOLUTION: An on-vehicle element 14 receiving signal aspect information from a variable frequency type ground element 13 is arranged below the tip part of a rolling stock 12 running on a rail 11. An ATS controller 15 controls an alarming device 16 on the basis of the signal aspect information from the on-vehicle element 14 when stop aspect information is received and controls a braking device 18 depending on existence of an operation of a check button 17. The ATS controller 15 also limits a rolling car speed within a predetermined range when the stop aspect information is received and controls a powering control unit 19 so as to release the speed restriction when signal aspect information (aspect up information, for example) other than the stop aspect information is received.
