PROBLEM TO BE SOLVED: To set the limit angle of rotation from the neutral steering point to be not less than 360 deg.. SOLUTION: A steering shaft 2 to be rotatably supported by a steering shaft housing 8 without mechanical connection is provided on a steering mechanism to change the direction of wheels. A means to set the limit angle of rotation of a steering wheel to be connected thereto, is provided with a first projection 51 provided on the steering shaft 2, a second projection 52 provided on the steering shaft housing 8, and a third projection 53 and a fourth projection 54 to be respectively engaged with the first projection 51, at least one first rotary ring 57 to be rotatably supported around the steering shaft 2 by not less than 360 deg., a fifth projection 55 to be engaged with the fourth projection 54, and a sixth projection 56 to be engaged with the second projection 52. The means is provided with a second rotary ring 58 to be rotatably supported around the steering shaft 2.
