PROBLEM TO BE SOLVED: To sense a leak with a high degree of sensitivity by obviating the integration of errors due to fluctuations in liquid level caused by factors other than a leak. SOLUTION: There are provided a liquid level variation judging means 51 which senses a liquid level at a predetermined sensing cycle to find a difference between a sensed liquid level and a previously sensed liquid level, a point counter 52 to add a point outputted when a difference exceeds a reference value to calculate a total value, and a leak judging means 54 to judge whether or not there is a leak by comparing the total value with the reference value. And a small fluctuation in liquid level due to the external environment is omitted by means of the means 51 to integrate fluctuations in liquid level due to leaks only by means of the counter 52 for a long period of time.
