PROBLEM TO BE SOLVED: To eliminate the temperature difference between the upper and lower portions of a bathtub by transmitting the operation signal of a circulation pump if there is no problem by verifying the state of a bath water circulation circuit according to the ON/OFF of a water flow switch and a signal from a water level switch and then comparing the state with conditions for operating a bath. SOLUTION: A bath state verification means 11 receiving a time count ON signal (b) and an OFF signal (b) and then a water level signal (b) being transmitted from a water level verification means 10 according to ON/OFF signals of a water flow switch transmits a bath state signal (a) for indicating the state of the inside of a bath circulation circuit to a bath operation instruction means 14. The bath operation instruction means 14 compares conditions for operating a bath where there is a water level exceeding an adapter being set to a bath operation means 12, the ON state of a water flow switch continues for a certain amount of time, and the like with the bath state signal (a) from the bath state verification means 11. Then, the operation signal (a) is transmitted to a circulation pump drive means 13, and the number of agitation of water in the bathtub using a circulation pump is increased for eliminating the temperature difference between the upper and lower portions.
