PROBLEM TO BE SOLVED: To provide a water-swelling rubber composition for water stop, which does not suffer any volumetric shrinkage and is high in swelling rate, in order to solve the problem of a conventional rubber composition for water stop, which is able to swell after absorption of water and tends to gradually undergo volumetric shrinkage because after maximal swelling through absorption of water, part of a water-absorbing resin used as a component of the rubber composition is dissolved out. SOLUTION: The rubber composition for water stop comprises an unvulcanized rubber mixed with a water-absorbing resin (e.g. polyvinyl alcohol) capable of swelling by absorption of water, an organic peroxide, and an electrophilic reagent, typical of which is a hindered phenol compound, wherein the molecules of the water-absorbing resin and the rubber are mutually chemically bonded together in a vulcanization step.
