PROBLEM TO BE SOLVED: To provide a method for preventing the fluctuation of the amount of a foil material used for a side face section of a foil bag and also provide a device thereof. SOLUTION: In a foil bag manufacturing method in which at least two foils 4 and 6 forming side face foils of foil bags are fed and the foils 4 and 6 are bonded each other and cut into respective foil bags, the difference to be generated in the amount per individual fail bags in the traveling direction 20 of a foil material fed by at least two foils 4 and 6 is eliminated by stretching foils 4 or 6, whichever the feed amount of the foil material per foil bag is less.
