PROBLEM TO BE SOLVED: To damp bidirectional vibration of a structure. SOLUTION: In a tank 20, four vertical tanks 22, 23, 24, 25 for forming a vertical space stood up upward independently are communicated with four sides of a horizontal tank 21 forming a horizontal space spread in a horizontal direction and a fluid 30 is stored. The vibration of X direction is mainly damped by the swing and movement of the fluid 30 in the vertical tanks 22, 23 by making the horizontal tank 21 to the common flow route and the vibration of Y direction is mainly damped by the swing and movement of the fluid 30 in the vertical tanks 24, 25 by making the horizontal tank 21 to the common flow route.
