PROBLEM TO BE SOLVED: To reduce the defective quality and to improve the product quality and the yield by constituting a rubber sleeve of an inner sleeve and an outer sleeve in the non-sticking state to the inner sleeve. SOLUTION: The rubber sleeve 4 is constituted of the inner layer sleeve 5 and the outer layer sleeve 6 in the non-sticking state to the inner sleeve. A metallic strip 1 can be wound with a reel 2 fitting this rubber sleeve 4. The thickness of the inner layer sleeve 5 and the thickness of the outer layer sleeve 6 can have the uniformity in the peripheral direction, respectively. Since the inner and the outer layer sleeves 5, 6 are in a non-sticking state, at the time of winding at the one winding, the outer layer sleeve 6 is extended in the peripheral direction with the pressing in the radial direction of the metallic strip 1 and the slack 8 is generated between the outer layer sleeve and the inner layer sleeve 5. The thickness of the outer layer sleeve 6 is 8-15 mm. The recessed part 5-1 is arranged on the inner layer sleeve 5 and the deepest depth is 2.0-0.5 times the thickness of the metallic strip 1 and the width in the peripheral direction is 70-120 mm.
