PROBLEM TO BE SOLVED: To dare combine an org. material and a photocatalyst to decompose the org. material itself such as a plastic bag and its structure itself to naturally dissipate it by providing a component to be oxidatively decomposed by photocatalytic function and other component to be decomposed and dissipated or collapsed by the photocatalytic function in this component. SOLUTION: A synthetic resin emulsion org. coating is prepared as a component 2, and TiO2 particles are added to the coating at the ratio of 90:10 as a component 1, and the mixture is stirred and mixed to obtain a photocatalystic oxidatively decomposing material (A). The mixture in which the TiO2 particles are added similarly at a blending ratio of 70:30 or 50:50 is stirred and mixed to obtain respectively photocatalystic oxidatively decomposing materials (B) and (C). Then, the photocatalystic oxidatively decomposing materials (C), (B) and (A) are subjected to spray coating in this order with a splay gun on the surface of a base material 3 to produce a building wall surface material for example. A product having a mark or the like disappearing depending on a desired disappearing term is produced by regulating a photocatalyst content or the thickness of layer containing the catalyst in such a way.
