PROBLEM TO BE SOLVED: To provide the method for producing hydrogen, which comprises electrolyzing a hydrohalogenic acid while allowing the decomposition potential to decrease. SOLUTION: When hydrogen is produced by electrolysis of a hydrohalogenic acid 3, an electrode comprising a carbon material and an electrode material, which have been brought into contact each other, is used. In this process, the electrolysis is intermittently carried out and the charge accumulated on the carbon material is transferred to an outside condenser when a power supply switch is turned off. Furthermore, desorption of hydrogen or halogen adsorbed on the electrode is accelerated by heating the electrode part or subjecting the electrode to supersonic treatment.
