PROBLEM TO BE SOLVED: To indicate a complete open or complete close state of a valve. SOLUTION: A valve is opened and closed by turning a valve shaft 3 by plural times. Such a valve has followings. A valve shaft position determination means 7 determines whether the valve is at a full open position or a full close position from rotational rate of the valve shaft 3. A valve handle position angle determination means 10 determines whether or not the angular position of a handle 2 of the valve is at the full open/close positions. An indication means indicates whether the valve is open or close when the determination result of the valve shaft position determination means 7 is agreed with that of the valve handle position angle determination means 10.
