PROBLEM TO BE SOLVED: To improve the heat insulating property by mounting a clearance forming body on the surface for mounting a plate of a frame to form a clearance between the frame and the plate, and filling the heat insulating material in a panel body also to the clearance. SOLUTION: Substantially U-shaped sectional steel frames 1 are vertically and horizontally framed to form a panel frame B. The mounting leg 6 of a rubber-made clearance forming body 3 consisting of a disc-like small piece block 3a is mounted on the mounting hole 7 of the frame 1 to form a clearance S between the frame 1 and a plate 2. The plate 2 such as plywood is stuck to the surface having the small piece block 3a mounted thereon of the frame 1 of the panel frame B through the clearance S. Further, a foaming resin liquid is injected to the reverse side of the plate 2 through an injection nozzle and foamed, whereby a foamed heat insulating material is filled to form a panel A. According to this, the heat insulating property can be improved.
