PROBLEM TO BE SOLVED: To improve permeability in an inexpensive facility and enable usage by agitating soil and sand, and water in a vessel capable of opening a bottom part, performing settlement from order of the coarse matters of particles to perform classification and layering and laying them on a soft ground as they are. SOLUTION: A vessel 14 is vertically movably provided for a floating body 12, and a bottom part 14b is made openable constitution. Water is injected from an inlet part 14a into the vessel 14 closing the bottom part 14b, and soil and sand 18 previously getting loose are supplied. Next, a hose is inserted into the vessel 14 to supply water and air so as to be agitated. Soil and sand are left for a constant time as they are, after they are classified and layered to complete settlement, the lower end of the vessel 14 is lowered down to height approaching a sea bottom 24, the bottom part 14b is opened to drop them on the sea bottom 24, and classified and layered soil and sand are directly mounted on a soft ground as they are. Moisture in the soft ground ascending through a drain material is drained through the gaps of coarse particles 18a. Therefore even worse mountain sand improves permeability by an inexpensive facility and can be used for ground improvement work.
