PROBLEM TO BE SOLVED: To provide a flow controller of a fluid injection valve that allows easy and accurate adjustment and reduces the adjustment time, and a flow control method using same. SOLUTION: When removing a fuel injection valve 10, a test fuel is pressure fed to dummy supply means 63 such that a predetermined flow rate of the test fuel is injected through a dummy injection valve 62. This makes it possible to constantly inject the test fuel to either the fuel injection valve 10 or the dummy injection valve 62. Therefore, since a measurement limitation abnormality of flow rate measurement means 52 is able to be prevented, the flow rate control time can be decreased by reducing the time for flow rate measurement. Leakage check also makes it possible to confirm leakage of the test fuel from the junction between fluid supply means 51 and the upper end portion 32a of an adjusting pipe 32. Therefore, as the flow rate of the test fuel passing through the fluid supply means 51 can be accurately measured, the injection amount of the fuel injection valve 10 can be precisely adjusted.
