PROBLEM TO BE SOLVED: To suppress decrease of thickness owing to bending work of a steel pipe and at the same time to make the size of a device small. SOLUTION: This working device comprises a heating means 10 to heat annularly a steel pipe 1 retaining its axis line as a center axis, a cooling means to cool annularly the annular heating part by the heating means 10 retaining the axis line of the steel pipe 1 as a center axis, a tensile force giving means 25 to give a tensile force between force exerting points holding the annular heating part from both sides which is set on an eccentric axis line of the steel pipe 1, and a driving means to execute relative shifting of the steel pipe 1, the heating means 10, and the cooling means in the direction of the axis line of the steel pipe.
