PROBLEM TO BE SOLVED: To easily mount a backing sheet layer on a steep slope or on an easy slope by forming the backing sheet layer from nonwoven fabric cloth, woven cloth, etc., between the whole area of which a conductive sheet is disposed, and constituting a seepage control layer with a waterproof layer consisting of a waterproof material, such as a quick setting liquid resin material, sprayed and fixed on the whole surface of the backing sheet. SOLUTION: A recessed part 3 is formed on the ground 2 to be made into a final waste disposal site, and seepage control layer 1 is laid on the bottom of and on the slope surface of this recessed part 3. In this seepage control layer 1, a backing sheet layer 7 is formed with a backing sheet consisting of nonwoven fabric cloth the whole area of which a conductive sheet 4, such as an aluminum sheet, a copper sheet, and a geosynthetic clay liner, is laid. At a field, a waterproof material 8 such as a quick setting liquid resin material is sprayed and fixed on the whole surface of the backing sheet of this backing sheet layer 7 so as to be a prescribed thickness, thereby a water resistant layer 9 is formed. In such a way, the backing sheet layer 7 can be easily installed on a steep slope and on an easy slope.
