PROBLEM TO BE SOLVED: To prevent alkali-aggregate reaction, to well follow on cracks of concrete structure, to prevent blisters of coating film even in the case of temperature rise after forming coating film and to prevent cement from falling off. SOLUTION: The method of this invention is to form coating film of a primary coat-adjusting material on the surface of a concrete structure and then to form coating film formed from a composition containing cationic (meth) acrylic emulsion and an inorganic hydraulic substance on the coating film, followed by forming coating film formed from a composition containing alkyl (meth)acrylate-based emulsion and an inorganic hydraulic substance on the coating film, having 50-2,000% coefficient of extension at 20 deg.C, 10-2-10-4 mg/ cm2.day insulation of salt, >=5 g/m2.day steam permeability and 100-5,000μm film thickness.
