PROBLEM TO BE SOLVED: To eliminate necessity of covering a tiltable mechanism with a cover for preventing infiltration of foamed liquid, by fixing a coupling frame to rivets for constituting the mechanism, and utilizing the frame and stays for the mechanism, thereby simplifying its structure. SOLUTION: First, right and left stays 4 are respectively coupled to both movable ends of a frame 1 with rivets 60. The frame 1 is inserted from an opening opened at a bottom side of a doughnut-like skin 2 into the skin 2 and arranged from above in right and left sides. Thereafter, a coupling frame 5 is housed in the skin 2, inserting parts 51 at right and left sides of the frame 5 are respectively engaged with engaging parts of the right and left rivets 60, and fixed to the frame 5 with the rivets 60. Subsequently, the frame 1, the skin 2 in which the frame 5 and the like are inserted thereinto are contained in a mold, and foaming liquid for molding a pad is injected in the skin 2 from an injection hole. Then, the liquid is foamed to mold the pad 3 integrally with the skin 2, the frame 1 and the like, thereby manufacturing a tiltable porous headrest.
