PROBLEM TO BE SOLVED: To provide a pavement panel which rapidly transfers heat from a fluid heat source to a panel surface and uniformly heats the surface in a wide range. SOLUTION: This pavement panel is constituted of a metallic frame body 5 having a specified height, metallic partition plates 7 having the same area with the area in the frame body horizontally fixed in the frame body, metallic protruded members 9 partitioned into a plurality of sections projecting upward from the upper face of the partition plates in the upper space of the partition plates, pavement blocks 10 set in respective partitions of the protruded members, boards 12 having meandering recessed grooves jointed at the underface of the partition plates to form a fluid passage way, and a concrete layer formed in the lower space of the boards 12 with recessed grooves.
