PROBLEM TO BE SOLVED: To simplify structure, lighten and miniaturize a device by visually detecting the tilt of a hanging beam to move a balance weight by a manual winch. SOLUTION: A hanging beam 30, concurrently serving as a guide rail for a balance weight 40, is tilted down backward and connected to the rear end of a horizontal hanging load-carrying platform 10, to fix a manual winch 15 to the platform 10, and the hoisting wire 21 for the beam 30 is taking in to the beam 30 side to connect the tip of the wire 21 to the weight 40 travelable along the beam 30, after that, an article is suspended by a wire 54 in the lower part of the platform 10 to suspend the front part of the beam 30 on the crane hook 50 by two fore and rear wires 51 and 52.
