PROBLEM TO BE SOLVED: To ensure easy removal of a pail seal and prevent scraps of a seal plug from mixing into a pail by boring a through hole extending from an upper link through a lever to immediately before a lower link on a part where the links and a lever overlap and by placing the fixed seal plug. SOLUTION: When a lever 18 is moved down, a rim having an approximately U-shaped cross section of the lever 18 overlaps on a link 20, at this time placement holes 29 of a seal plug 28 which have been opened in advance on both the lever 18 and the link 20 align with each other, and the fixed seal plug 28 made of a plastic is placed in the placement holes 29 for sealing. To remove the seal, shearing stress occurring between the lever 18 and the link 20 when the lever 18 is raised causes the seal plug 28 to be cut for easy removal. In addition, since the unsealed seal plug 28 stays inside the U-shaped cross section of the lever 18 but may not drop, there is no fear that cut scraps may be mixed into a pail, thereby preventing a received article from being degraded in quality.
