PROBLEM TO BE SOLVED: To provide a paper leaf processing device for drawing laminated paper leaves by respective set number of leaves, and also provide a method therefore. SOLUTION: An envelope processing device is constituted of a shifting device 118 for shifting the face position of an envelope forming feeder 12, a receiving section 120 lamination holding envelopes E forming steps on the side ends by each one unit by the shifting device 118 and a drawing device 122 for drawing the envelopes of one unit by utilizing the steps. The drawing device 122 is constituted of a clamping robot 144 for feeding envelopes E1 to be clamped to an end arranging device and a clearance forming device 145 for forming clearances and steps between the envelopes E1 to be clamped and envelopes E2 of respective units, and a hand section of the clamping robot 144 is inserted into the clearances formed by the clearance forming device 145 to draw the envelopes E of each one unit.
