PROBLEM TO BE SOLVED: To provide a ground stabilizing construction method, which has the wider applicability of the execution of works and is more efficient and simpler than a conventional construction method, in the ground stabilizing construction method, in which underwater concrete for the prevention of the phenomenon of heaving, etc., and cutoff improvement is used at the time of excavation works. SOLUTION: In a process, in which an earth retaining wall 2 is placed around an excavating ground and excavation works are conducted by underwater excavation, projecting sections 7, stepped sections and inclined surface sections are formed on the surface of the earth retaining wall 2 before underwater concrete 11 is placed onto a bottom-section ground 3, and the earth retaining wall is placed in a tapered shape. Placed underwater concrete 11 is retained by the earth retaining wall 2 by integral curing with the projecting sections 7, and a concrete disk 6 is pushed and stopped by the stepped sections and the inclined plane sections, and the earth retaining wall 2 is pushed and stopped by forming in the tapered shape.
