PROBLEM TO BE SOLVED: To prevent a precedently erected steel pipe from swinging in the construction of a high bridge pier made of steel pipes. SOLUTION: A mass damper 11 is constituted of support members 12a, 12b laid crosswise on the top of a hollow steel pipe 1 forming a tower structure, a building material-container 14 suspended like a pendulum from the support members through a chainblock 13 as a length-adjustable hanging means, a cylindrical viscous material-container 15 fixed to the inside face of the building material-container by welding or the like, and perforated bodies 17 connected to the support members 12a, 12b through rods 18 as connecting members, and inserted in a viscous material 16 filled in the viscous material-container.
