PROBLEM TO BE SOLVED: To obtain a lightweight torch having a shortened and miniaturized electrode by connecting one end side of a connecting means, whose other end side is rotatably connected to an eccentric shaft rotating at a desired eccentric quantity and whose intermediate part is turnably supported with a transferable fulcrum, to an intermediate part of an electrode which is supported around a longitudinal direction axis so as to be circularly movable. SOLUTION: The rotation of bevel gears A:5, B:6 driven with a motor is transmitted to an eccentric shaft 4, which is eccentrically rotated at an eccentric quantity (a). One end side of a connecting plate 2 whose other end side is turnably connected to the eccentric shaft 4 is linked with a revolving motion of the eccentric shaft 4, a revolving motion of radius (a) is transmitted to an electrode 1, and an arc at the tip end of the electrode 1 is rotated. When a transfer fulcrum 7 exists in a position wherein a distance between the axial center of the electrode 1 and the axial center of the eccentric shaft 4 is divided into two, a circle having a radius equal to the eccentric quantity (a) is drawn with the electrode 1. When the transfer fulcrum 7 is transferred in the longitudinal direction of the connecting plate 2, an ellipse is drawn. The transfer fulcrum 7 is optionally movable even during work, and the amplitude of the rotating arc is variable.
