PURPOSE: A phone call information collecting and distributing device and a phone call information collecting method by using the device are provided to collect a large quantity of call information and to process the collected information at a real time. CONSTITUTION: The phone call information collection method comprises the steps of: grasping a state of an operator by initializing the connection of a telephone call collecting and distributing device with the operator or a mediating device through a main route and setting up information for a data transmission and receipt; demanding for an over amount data transmission by the operator or the mediating device through the route connected with the telephone call information collecting and distributing device; transmitting the over amount data at a real time by the telephone call information collecting and distributing device according to the set up data.
