PURPOSE: A fuel mixing apparatus to emulsify the fuel for a boiler and an internal combustion engine is provided to reduce the production cost and to improve the atmosphere environment by declining the SOX, NOX, NOX dust and CO of the exhaust gas. CONSTITUTION: A fuel mixing apparatus to emulsify the fuel for a boiler and an internal combustion engine comprises the steps of:generating the cavity without a drive part by the pressure by the pressure difference only by the operation of a compensation valve(4) on the shear of a chamber(5); feeding the fuel to a combustion apparatus from small to big in its size according to the size of the pipe diameter; and installing a lime water injection valve(4-2) and an aqueous ammonia injection valve(4-3) on the both sides of the water supply valve installed on the bottom of the compensation valve.
