PURPOSE: The non-oriented electric steel sheet is provided which has a high flux density, a magnetic permeability and a low iron loss. CONSTITUTION: A slab composition comprises less than 0.02 weight % of C, less than 1.5 weight % of Si, less than 1.5 weight % of Mn, less than 0.15 weight % of P, less than 0.02 weight % of S, less than 0.05 weight % of sol. AL, less than 0.007 weight % of N, 0.03- 0.3 weight % of Sn, 0.050- 0.6 weight % of Ni, 0.05- 0.5 weight % of Cu and Fe. The composition is hot rolled at 1,100- 1,300°C, wound at less than 800°C, and annealed at 600- 800°C for 30 second- 5 minutes to give the steel sheet.
