PURPOSE: A dynamic system form and a state changing method in an agent are provided to exactly control and operate the state of a manage object by exactly reflecting a real situation of subsystems. CONSTITUTION: The dynamic system form and the state changing method in the agent comprise a step of: being a GRW in the state embedded N pieces of SIPs(Selector Interface Protocol) without any BTS(Base Transceiver Subsystem) at a BSC(Base Station Controller); being an ACT to driving the BSC in a service state; operating a DGRW operation to decrease the applied BSC when it judges that the servicing BSC is unnecessary for more.
