PURPOSE: An optical wave guide typed electo-optical modulator is provided to contain an even output regardless of a polarizing state of an input light. CONSTITUTION: An optical wave guide typed electro-optical modulator comprises: an electro optic optical phase modulator connecting in series two kinds of electrodes(110, 120) having the same length for operating regardless of a polarizing state of an inputting light; and an electro optical strength modulator locating the optical phase modulator on both wave guides(130) of a Mach xantha interferometer for operating regardless of the polarizing state of the inputting light.
