PURPOSE: A fluorescent surface fabrication method forms a protective layer on a fluorescent surface used for a display device, prevents a loss of the fluorescent surface, increases a density of a fluorescent body, and increases a brightness of a screen. CONSTITUTION: In forming a fluorescent surface(20) which forms a black matrix(21) and at least one RGB-fluorescent body patterns(20a,20b,20c) on a glass substrate(18) on which a transparent electrode(i.e., ITO coating surface; 19) is coated thereon, a fluorescent surface fabrication method forms one fluorescent body pattern in order to enhance adhesive force and a density of a fluorescent body pattern, coats a watery high-polymer solution on a upper part of the fluorescent body pattern, thereby forming a protective layer(40).
