PURPOSE: An assuming method of the bit number is provided to distinguish the relative definition quality between programs transmitted through a single channel according to the importance of a program. CONSTITUTION: The assuming method of the bit number comprises the steps of: calculating an every interval histogram toward the discrete cosine transform(DCT) coefficient; calculating the number of the non-zero coefficients corresponding to the applied quantization parameter by calculating the accumulated value of the calculated every interval histogram; and calculating the signal bit number generated from the current image.
