PURPOSE: The disclosure herein is a pointing device using a cylindrical bar and a sliding bar in which lines having a constant interval are formed on a surface for determining the cursor location displayed in a screen of a notebook computer, and a method of controlling the cursor location using the pointing device. CONSTITUTION: The pointing device comprises a sliding bar(120) having an aperture(122) at a central part and being slided right and left, a first cylindrical bar(130) having a pivot and being situated on the aperture(122) of the sliding bar(120) to be revolvable to the pivot, a second cylindrical bar(140) corresponding to the pivot of the first bar(130), of which a plurality of lines having a predetermined interval are parallel to the pivot, a supporting stick(150) formed on the pivot to the both directions of the first bar(130), a flexible coupling stick(160) coupled to one side of the supporting stick(150) of the first and the second bars(130, 140), and a base(112) in which the sliding bar(120) is moved right and left and a fix unit(118) fixing the second bar(140) is formed at one side thereof.
