PROBLEM TO BE SOLVED: To make a test not to be limited by the shape of an insulating material and a processing method by closing a space between both electrodes, to which a test voltage is applied with elastic force of a spring to clamp an insulating material and to fix the same. SOLUTION: An insulating material 1 for testing is, for example, shaped like a disc, and each electrode 2 is like a disc corresponding thereto to supply voltage in a uniform electric field. The insulating material 1 is fixed in a fixed position by elastic force of a compression spring 4, and spacers 5a, 5b can always set the same pressure, regardless of the thickness of the insulating material 1. The electrodes 2 and the spacers 5a, 5b are formed of stainless steel of the same material quality, and the respective electrodes 2 and the spacers 5a, 5b are supported by ceramic insulator post 6 to be insulated from the outside. The insulator post 6 is fixed to a stainless steel flange 8 by a fixing means 10 and then is introduced into a vacuum case 9, which is evacuated to apply voltage to current introducing terminals 3a, 3b. Needless to say, the operation may also be executed in the air.
