PROBLEM TO BE SOLVED: To evade the concentration of loads on a server and to reduce the handling frequency for access by storing a program management program that all clients can use in common and sending it to the respective clients by request. SOLUTION: Relating to the server 200, a program management table storage part 202 is equipped with the table wherein the relation between the machine kind of client-100 sides and service information that the respective clients desired to receive is managed and client programs are selected according to the information. A file transmission part 201 sends the program management table itself stored in the program management table storage part 202 to the requesting clients 100 by request to download the programs which are made by the clients 100. Further, client programs specified by the clients 100 are taken out of a client program storage part 203 and sent to the clients 100.
