PROBLEM TO BE SOLVED: To enable efficient random access by dividing a 2nd into plural groups in such a manner that an object of the 2nd layer which is shown at the same time with or just after the display time of an object of a 1st group which is first shown becomes the first object to be shown. SOLUTION: An upper layer is divided into group of VOPs (GOVs) in such manner that video object planes(VOPs) of the upper layer which are shown at the same time with or just after the display time of a VOP of a GOV of a lower layer which is first shown is first shown in the GOV of the upper layer. Thus, GOVs of the upper and lower layers come to correspond to each other one to one. For instance, when the GOVs of the lower layer are configured in such a manner that Pb5 on the lower layer becomes the first VOP to be shown, the GOVs of the upper layer are configured in such a manner that Pa5 of the upper layer which is shown at the same time with the display time of the Pb5 becomes the first VOP to be shown.
