PROBLEM TO BE SOLVED: To simplify a circuitry and software and to improve quality of a speech voice and quality of communication data while reducing power consumption. SOLUTION: In the transmission output controller 1, a power amplifier 3 receives a high frequency signal to apply power amplification to the signal. In the case of sending a radio wave from a selected antenna 6, a transmission output detection section 4 detects part of a high frequency signal outputted from the power amplifier 3 (part of a control channel whose transmission reception frequency is decided) to generate transmission output detection data denoting a transmission output of the control channel sent from the selected antenna 6, and a digital processing section 7 controls an attenuation rate of an attenuator section 2 based on the transmission output data to keep a transmission output of each speech channel sent from the antenna 6.
