MONITOR FOR NETWORK STATE

PROBLEM TO BE SOLVED: To provide a monitor for a network state that collects fault notices informed from a network and informs a network manager of it efficiently so as to facilitate the maintenance by the network manager. SOLUTION: A consolidated link layer management CLLM message that is produced to send fault occurrence and restoration notices detected by each of frame exchanges 111=11N in a frame relay network 10 into the network is monitored by 1st to Nth probes 131-13N everywhere in the network 10. Then a manager 14 collects faults or congestion, their location and fault recovery states in the network based on the CLLM messages detected by each of the probes 131-13N so as to allow the network manager to countermeasure the fault quickly. Then the maintainability of the network is enhanced.
