PROBLEM TO BE SOLVED: To present information to a user that is important to the user or the sender of the information with as little deletion as possible by adding a priority set by a priority setting means to an information group as priority information. SOLUTION: An operator operates an information input device 11 and successively inputs much information to be transmitted. When the input of one piece of information is completed, the information is stored in a storage device 12. Another operator operates a priority attaching device 13, fetches one piece of information from the device 12, adds it to information from which a preliminarily determined priority is taken out, returns it to the device 12 and repeats these operations. An information transmitter 14 automatically and successively takes out information to which a priority is attached from the device 12, adds a frame header, a frame length and an ID number to each information and constructs a frame (format). Further, the transmitter 14 converts the information constructed into the frame into a high frequency signal and transmits it from a transmission antenna 15.
