PROBLEM TO BE SOLVED: To repeatedly perform information transmission with a simple operation and to improve operability by setting plural information materials based on a program list so that they can be repeatedly transmitted. SOLUTION: Plural information materials based on a program list are set so as to repeatedly perform transmission processing. For instance, a CM insertion device 4 of a television broadcasting system selects a repeat attribute that repeatedly transmits a clip in a spot unit based on a play list in an ON state or an OFF state and sets it at time of using a play out controlling part 29 of a play out part 11 and newly producing or editing a play list. Thus, processing which executes a troublesome operation such as to load a play list and to perform transmission processing of it every time becomes unnecessary at the time of executing repeat transmission processing along the play list such as when a CM video and audio signal consisting of plural parts is transmitted and when an advertising job is executed as a demonstration terminal.
