PROBLEM TO BE SOLVED: To improve the security related to execution of a program mounted on a computer furthermore. SOLUTION: An execution management file 53 where user discrimination information of users allowed to execute each program is registered and a schedule file 54 where a time zone when each user is allowed to use the computer is set are provided. A processor part 1 starts a program execution management program 11 in response to a request of execution of a program and discriminates whether user discrimination information coincides with that of users allowed to execute the program or not at the time of input of user discrimination information. If it coincides with user discrimination information of users allowed to execute the program, it is discriminated whether it is in the time zone when the user is allowed to use the computer or not, and the program is started only when it is within this time zone. The program is not started if it is on the outside of this time zone.
