PROBLEM TO BE SOLVED: To provide an embedding processing which has strong durability and does not deteriorate little by using a 2nd signal component that is different from a 1st signal component without using the 1st signal component included in plural kinds of signal components and controlling a method that embeds electronic watermark information into the 1st signal component. SOLUTION: Electronic watermark information 107 inputted by an inputting part 101 is supplied to an electronic watermark embedding part 103. The part 103 embeds the information 107 into coefficient information outputted from a wavelet transforming part 102 by using embedding parameter information 108. Parameter information which decides the quantity of information of the information 107 and parameter information, which decides the resistance to attacks or the degree of image deterioration are independently set. Because the information 107 is embedded into coefficient information that is included in a minimum area subband, it is not possible to destroy or eliminate the information 107 without strikingly deteriorating image quality even if it is attacked.
