PROBLEM TO BE SOLVED: To effectively charge up to full state by performing charge up to a specified voltage exceeding a battery voltage at the time of full charge, when a secondary battery such as a lithium ion battery is to be charged. SOLUTION: After a secondary battery is charged by a constant current until a battery voltage reaches a specified reference voltage higher than a full charge voltage (steps 101-103), charge is continued at a constant voltage nearly equal to the full charge voltage (step 104), and specified treatments (steps 105-107) corresponding to the decrease of a charging current from the start of constant voltage charge are performed. After that, when it is detected that the charging current becomes lower than or equal to a specified reference current value (steps 108-110), it is judged that the secondary battery is in the state of full charge or the state close to the full charge.
